KOCHI: Coming down heavily against the Centre and its budge, former Union Finance Minister and senior Congress leader P Chidambaram said here on Saturday that it is a ''blood-sucking'' dispensation.

Addressing a seminar on the ''State of Indian economy'' in view of the Union Budget, organised by the Rajiv Gandhi Institute of Development Studies here, he said a new government was the answer to all the problems faced by the country.

Claiming that key sectors, including health, education, agriculture and jobs and no growth had shown under the BJP rule, the senior Congress leader charged that though there were only grand announcements and schemes, major challenges remained unaddressed.

The country's economy was limping under the NDA rule, he said and ridiculed that the government would contribute a new word to the Oxford English dictionary -- "jumla" (gimmick). Hitting back to the BJP government at the Centre and Finance Minister Arun Jaitley's remarks against the 10 year administration of the Congress led UPA government as the economy was in the hands of a ''terrible doctor'', he said it (BJP Government) had been a "terrible patient, unwilling or incapable of listening to a good doctor". "The whole state of the economy...if Dr Arvind Subramanian (Chief Economic Adviser) has the freedom to pronounce...he will say the patient is very very ill. The patient may not be terminally ill, but the patient is very ill.... "And, this patient does not listen to the diagnosis and course of treatment prescribed by the doctor, which is why I said you had a good doctor but you had been a terrible patient. This government has been a terrible patient, unwilling or incapable of listening to the good doctor," the former Finance Minister added.
