KANNUR: The Kerala Government Contractors Association (KGCA) State President Vargheese Kannampally has alleged that revised public works manual's main conditions were against the Indian Contract Act and National and International contract rules. Talking to reporters at a press conference, Kannampally said these conditions should be struck down otherwise the contractors would be trapped in debt. However, the association welcomed the conditions in the new manual drafted by the government on undertaking government contract works. It recommended that the total estimate for works prepared in accordance with the stipulations of the CPWD, Ministry of Road Transport and Highway (MORTH), Indian Road Congress (IRC) and National Building Code (NBC) should be welcomed. The state's public works rates were very low compared to the Central rate, he alleged. The bills to the CPWD would be distributed within seven days but State Government's condition was the bills were cleared as per the availability of funds at suitable interval.
